He also drafts fair market value analyses to defend and justify physician salaries under the Stark and Anti-Kickback laws and conducts regulatory reviews for healthcare facilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prior to joining Barnes &amp; Thornburg as an associate, Hicks was a law clerk for the firm, where he conducted a multi-state survey of local Medicaid rules relating to licensing issues such as change of ownership, change of director or manager and Medicaid enrollment applications.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hicks earned a Bachelor\u2019s Degree in economics and German from Wabash College and a J.D. from Indiana University Robert H. McKinney School of Law in 2021.
